Caltrans District 3 Regional Transportation Management Center (RTMC) is the one of many interconnected traffic management centers that safe guard and support the efficient movement of travelers and freight throughout our state highway system.
Located at Caltrans' District 3 California Highway Patrol Watch Office in Rancho Cordova, the Transportation Management Center team of engineers, technicians, operators, dispatch, and officers monitor highway conditions 24 hours 7 days a week on the direct LED video wall through the use of the mass network of video cameras, dynamic message signs, variable warning signs, highway advisory radios and Caltrans quick maps.
The team compiles information and coordinates construction activity, roadway advisories, snow plow routes, and incident management — in real time — to minimize traffic delays and maximize safety for all.
District 3 manages, optimizes and encourages safe public use of public transportation assets in 11 counties. Those counties include
Butte County, Colusa County, El Dorado County, Glenn County, Nevada County, Placer County, Sacramento County, Sierra County, Sutter County, Yolo County, Yuba County
Average incident response time is 12 minutes
TMC covers 1491 centerline miles and 4,385 lane miles
In 2023, the TMC responded to 16,000 highway incidents. In 2022, the TMC responded to 17,000 highway incidents. In 2018 the TMC responded to 16,000 highway incidents. On average 1,200 to 2,000 incidents monthly
Currently in 2024, the TMC has managed 9,212 highway incidents

Video Wall
Installed on May 2017 at a cost of $1.5 Million (includes custom support frame and display module)
Useful life of 20 years or amortized cost of $75K per year
Video is displayed between the dispatchers and operators of live CCTV and traffic feeds
Integrated on premises software that is partially power backed-up
Display size is 20-ft wide x 11.5 ft tall with 1.6 mm pitch direct view LED
768 tile configured into an 8 x 8 array section or 64 panel section
Total resolution is 3,840 x 2,160 pixels
The TMC gathers information from many sources, including:
Electronic sensors in the pavement
Ramp meter sensors
Freeway call boxes
Video cameras
Earthquake monitors
911 calls
CHP officers on patrol
Caltrans highway crews
Commercial traffic reporters
Call boxes
Tours are conducted when time permitting and due to the secure nature of the facility tours are conducted at the determination Caltrans Public Information Officer and Caltrans management.

Real-Time Monitoring
The video wall at TMC consists of nearly three dozen 50-inch LED panels. Each panel streams real-time video 24/7 and is monitored by a team of technicians
Incident Management
The TMC team uses “incident management” technology to call for first responders and tow truck operators to assist during a freeway incident.
Caltrans District 3 operates the region’s Transportation Management Center in partnership with the California Highway Patrol.
